Bob has been a sworn Police Officer in Virginia for over 26 years. He is a graduate of both the Central Shenandoah Criminal Justice Training Center and the Henrico Police Basic Academy, and a graduate of the United States Army Military Police Officer Basic Course. He served 6 years with the Albemarle County Police, including as a Detective in General Investigations, and on the Jefferson Area Drug Enforcement (JADE) Task Force. He has been with Henrico County Police for 20 years and is currently a Task Force Officer with Homeland Security Investigations assigned to the Organized Crime Section, Vice Investigations Team. From 2015 to 2020 his primary assignment involved investigating illicit tobacco trafficking and its ancillary crimes. In 2019 Bob successfully investigated one of the largest Racketeering cases in Virginia history, involving an operation that trafficked up to $60 million of illegal cigarettes in an 18-month period. Bob has been consulted by the Virginia State Crime Commission regarding drafting new legislation and is a court-recognized expert on illegal cigarette trafficking, one of few in the country. Bob has represented Henrico Police by working with Federal partners, and with other law enforcement agencies in Virginia and in New York, New Jersey, Pennsylvania, Maryland, Delaware, and North Carolina, as well as having testified in military proceedings. Bob has shared his experience and presented at several conferences with attendees from the US and Canada, from both government agencies and the private sector. He has been a DCJS-certified Instructor for 25 years, and he regularly teaches classes such as burglary investigations, cultural diversity, human trafficking and vice investigations, undercover training, and others at his local Police Academy, leading both basic training for new recruits as well as in-service classes for senior officers. Bob is a regular instructor for leadership classes at the Virginia Association of Chief's of Police's Police Executive Leadership School (PELS), and is also a Guest lecturer at Tulane University’s School of Professional Advancement Emergency & Security Studies Program. Bob holds a BA from Virginia Military Institute, and is a US Army Iraq War veteran, having deployed to Nineveh Province in 2006-2007 where he commanded a Tactical Civil Affairs Team.

Before entering federal service, Tony was the only lawyer in Virginia to operate
a correctional facility, at Virginia Peninsula Regional Jail. As jail Superintendent, he managed over 140 employees, both civilian and sworn law enforcement staff. His success in this role was recognized by the City of Williamsburg, Virginia, who passed a public Proclamation, recognizing his innovative spirit and leadership attributes.
Prior to becoming an operator and Superintendent of a detention facility, Tony served as the first ever in-house counsel to the Richmond City (Virginia) Sheriff’s Office. In his eight years there, Tony participated on the team which successfully won approval to construct a $134 million new jail facility in the City of Richmond. Mr. Pham’s legal portfolio included defending different personal injury and civil rights claims against his law enforcement client and drafting legislation intended to protect correctional operators.
Tony began his career as an Assistant Commonwealth’s Attorney in the City of Richmond where he successfully prosecuted complex homicide cases and narcotics and firearms cases. He also served for one year as a Special Assistant United States Attorney handling narcotics trafficking and illegal weapons cases. In 2006, he was tasked to create and lead the City’s first ever gang prosecution unit, where his focus was training a new group of attorneys and the dismantling of local organized criminal syndicates.
In 2009, Tony was recognized as one of Richmond’s “Top 40 Under 40” individuals who are up and coming leaders in the area. In 2010, he was selected as one of Virginia Lawyer’s Weekly’s “Leaders in the Law” for his leadership in criminal law and the Asian American community. He has further been recognized in 2011, 2012 and 2020 as one of Virginia Business Magazine’s “Legal Elite” in Criminal Law
and Administrative Regulations. A frequent guest on talk radio and TV news, Tony was also featured in a cover story by Virginia Lawyer’s Weekly recognizing him as the “The Only Lawyer in Virginia Running a Jail”. In 2021, Mr. Pham was selected to join the advisory board of the Virginia Peer Support
Association, an organization designed to provide necessary peer support to law enforcement
officials.
Tony continues being active in the law enforcement realm by using his diverse background experience to instruct on Constitutional law, correctional legal issues, search and seizure, and other classes.
Tony holds a Bachelor’s Degree from the College of William and Mary and a Juris Doctor from the University of Richmond. He lives in Richmond with his wife of 22 years and is a proud father of two wonderful teenagers.

As a highly accomplished professional, she retired with over twenty years of decorated law enforcement experience to include, but not limited to, complex financial investigations, narcotics trafficking, cigarette trafficking, fraud, and money laundering. She led both autonomous and mutli-jurisdictional investigations resulting in convictions, seizures and/or multi-million dollar forfeitures in state and federal courtrooms. She maintains a comprehensive knowledge of federal and Virginia criminal code as well as U.S. banking regulations. She is certified as an Anti- Money Laundering Specialist (CAMS) and is a Certified Cryptocurreny Currency Investigator (CCI). His experience includes extensive experience leading and as a Team Member in National Peer Reviews of Inspectors General Offices, FBI-LEEDA graduate and recipient of The Council of the Inspectors General on Integrity and Efficiency (CIGIE) Award 2022. His commitment to helping others is a community standard. In 2007 he was promoted to Assistant Legal Attaché in Lagos, Nigeria, representing the FBI in a seven country region of West Africa and responsible for both criminal and national security threats.
In 2009, he transferred to FBI Headquarters (HQ) as a supervisor in the National Backstopping Unit, Criminal Investigative Division. Here he facilitated FBI undercover and covert operations across criminal and national security programs while working closely with other members of the US Intelligence Community. In 2011, he was promoted to Chief of the same unit and was responsible for eight national undercover platforms and the alias identification program.
Bryan was selected as Supervisory Senior Resident Agent in Billings, Montana in July 2012. There he managed two Resident Agencies (RAs) covering 23 counties in eastern Montana, and was responsible for three Indian reservations and two task forces. He also opened and co-managed a temporary office in Sidney, Montana to address rapidly developing threats in the Bakken oil region which later became a permanent office in Williston, ND.
In August 2014, he became Chief of the Economic Espionage Unit, Counterintelligence Division at FBI HQ. He was the national program manager of all FBI economic espionage and theft of trade secrets investigations. He was then promoted to Assistant Special Agent in Charge in the Washington Field Office’s Counterintelligence Division in April 2016, where he assumed responsibility for seven squads investigating espionage, economic espionage and counterproliferation matters.
From May 2017 – August 2018, Bryan served as a member of the Senior Executive Service, detailed to another US Intelligence Community agency as Chief of Counterespionage, leading 200 employees vetting applicants and on-board employees for counterintelligence concerns. He voluntarily stepped out of the SES to transfer home to Nebraska in 2018, where he took the lead of the White Collar Crime/Public Corruption squad. While in Omaha, Bryan was selected to serve as Training Coordinator, insuring that all personnel were properly trained and certified appropriately. Bryan retired from the F.B.I in 2021 to begin bringing his experience and expertise to others through his instruction and consulting work.
As a result of his 20-year career with the F.B.I., Bryan brings significant experience supervising and leading investigations of white collar crime, insider threat, intellectual property protection, and compliance oversight. As a manager and leader with the F.B.I., including promotion to the Senior Executive Service, Bryan gained extensive expertise in risk management and mitigation, internal reviews, budget planning, training management and delivery, and public/private sector partnerships and collaboration. Having served in locations as diverse as West Africa and the Mountain West, with experience in Western Europe, and fluent in French, Bryan brings both national and international perspectives to the training he teaches.

As the daughter of a 45-year Law Enforcement Officer and employee, I listened intently to my father’s police radio for the first 26 years of my life. No surprise that my favorite TV show as a child was William Shatner’s, Rescue 911.
I have over 23 years of experience as an Emergency 911 Dispatcher. Shortly after I was eligible, I became a Communications Training Officer. I am responsible for personally training over 20 Probationary Communications Officers through their on-the-job training. This is how I discovered that training is what I am most passionate about.
As a certified Virginia Department of Criminal Justice Services (DCJS) General Instructor, I have spent many hours in the classroom teaching future Dispatchers, which I enjoy thoroughly. Several blocks I have instructed include Police Questioning Techniques, Radio Orientation and Zone Structure, Customer Service, Police
Radio Prep, and Intro to Communications. From 2017-2018, I was a part of the Curriculum Review Committee with DCJS and assisted with revamping the performance objectives used for Dispatchers.
In 2012 I was blessed to be chosen to serve as the Communications Training Coordinator for the Basic Communications Academy. I was in this position for six years. My co-workers, family, and friends have described me as dedicated, open minded, compassionate, empathetic, a great listener, extroverted, and
a cheerleader personality. Each of these traits is what helped me easily connect with and push for the 109 new hires that came through the academies during my tenure to succeed and be the best they could be.

Vincent has either defended or prosecuted thousands of criminal cases ranging from to white collar crimes to major violent felonies. His background is comprised of years of teaching experience It includes his being a former adjunct professor at Bluefield University and Park University, and a lecturer at the Virginia Association of Commonwealth Attorney’s Executive Course, as well as numerous other agencies and organizations. Vincent is also a retired U.S. Marine. Over the course of his military career, he taught, trained, mentored and led hundreds of Marines and Soldiers and Sailors. In 1999, Vincent was assigned to the Navy Marine Corps Intelligence Training Center, Dam Neck, Virginia. While there, he worked as the Course Director of the Intelligence Specialist Mid-Career Course, and the Chief of Marine Corps Intelligence Training. A certified military intelligence subject matter expert, and antiterrorism instructor, he traveled extensively to lecture on intelligence analysis and intelligence operations. He was instrumental in formulating the Marine Corps’ first ever intelligence training distance learning program through IBM. He also lectured throughout the United States, the Caribbean, and Eastern European countries, for example Estonia and Poland where he trained their military defense forces, which is a prerequisite for acceptance into the NATO alliance. While completing his last few years on active duty, he completed his Bachelors degree, Masters degree and was accepted into law school, all while maintaining a demanding schedule during the tragic events of 9/11. Shortly after retirement and upon passing the Virginia Bar, he accepted a position as Titan Corporation’s Deputy Director of Overseas Linguist Operations. During his time there, he trained several hundred Arab and Pashtu linguists who were supporting the U.S. Army combat operations throughout Southwest Asia in support of Global War on Terrorism (GWOT). In his role as Deputy Director, he traveled at length throughout the Republic of Iraq’s Sunni Triangle and the Kingdom of Kuwait to present lectures on the Geneva Conventions - Law of Land Warfare and Rules of Engagement to Titan Corporation’s employees. Vincent has amassed hundreds of hours teaching, training and lecturing over the span of his professional career. He attended Bluefield University where he graduated with honors with a Bachelor of Science in Business in 1999. He holds a Master of Science in Human Resource Management from Troy State University - 2000. He was awarded his Juris Doctors from Regent University in 2003. He is a member in good standing with the Virginia State Bar and the U.S. Federal District Courts for the Eastern District of Virginia. He is also a member of the Commonwealth’s Attorneys’ Services Council, the Virginia Association of Commonwealth’s Attorneys and the National District Attorneys Association.

Miles’ law enforcement assignments have included dispatching, 911 center supervisor and manager, patrol duties as a deputy sheriff in Henrico County, Caroline County, and the City of Richmond Sheriff's Offices, and as a police officer for Wintergreen (VA) Police Department and the Warsaw (VA) Police Department. He has a wide variety of experience in this field, including assignments as a public information officer and webmaster, evidence custodian, intoxilyzer instructor, supervisor of a school resource officer program, law enforcement basic school coordinator, founding member of the honor guard, and as a tactical team medic.
Miles retired from field duties in 2016, but he returned as a part time employee in 2017. He serves currently as a supervisor, field trainer, and instructor with the Caroline County (VA) Sheriff's Office.
Miles has instructed and served as an expert witness on various emergency services topics across the U.S. since 1990. He resides in Richmond, Virginia.
